Our Promise to You
Our Story
At Noelia, our mission goes beyond addressing immediate needs — we are working to transform what is possible for children and young adults with special needs and the families who support them. Our mission is to provide financial and administrative support to underserved communities in Bolivia of people with disabilities. These individuals live in abject poverty and have little to no resources, and are often neglected. We have concentrated our efforts in Bolivia but hope to expand operations throughout Latin America.
Founder's Story
Founded on personal experience. Built for lasting change.
We are blessed to be the parents of our dear Noelia. She was born with severe intellectual impairment due to her cerebral dysgenesis with agenesis of the Corpus Callosum (malformation and underdevelopment of one of the parts of her brain). Being parents of a child facing such enormous challenges, you want nothing more than to have them live their best life possible. Thankfully, to the public and private resources available in the United States, Noelia has thrived into the vibrant, happy adult that she is today. Even though intellectually, she may never be at the same level as her biological age, Noelia is much more capable and functional due to all the resources received.
It is incredible how one small idea can grow into something truly special. Noelia Foundation is rooted in the belief that we all have an inherent responsibility to make a meaningful difference in the lives of people with similar challenges in communities worldwide where the resources would not be available. With a variety of active projects and growing volunteer staff, we harness our skills and resources to successfully achieve our goals. Since our founding in 2021, we have been proud to witness how our activities have benefitted communities.

01 — Access
Expanding Access to Essential Services
We provide and strengthen access to critical therapies, including speech and developmental support, ensuring that children and young adults receive the care they need to communicate and learn. By focusing on early and consistent intervention, we help unlock each child's potential and improve long-term outcomes.
02 — Community
Connecting Families to Community Centers & Resources
Families are at the heart of everything we do. We work to connect them with vital support systems, resources and community centers with therapeutic services. By strengthening the ecosystem around each child, we create a more inclusive and supportive environment for a better quality of life and long-term success.

Program 01 — Therapeutic Services
Therapeutic Services
Access to consistent, high-quality therapy can change the trajectory of a child — but for many families, it remains out of reach.
Noelia brings speech and developmental therapies to the communities that need them most. These services focus on improving communication, motor skills, and cognitive development, helping children gain independence and confidence over time.
By prioritizing early and ongoing intervention, we support meaningful progress that extends far beyond the therapy setting and into everyday life.

The challenge we are working to address is enormous — and it is why we built Noelia to scale.

People living with disabilities across Latin America and the Caribbean, the vast majority without consistent access to therapy, education, or specialized care.
Limited Access
Specialized disability services in Bolivia are concentrated almost entirely in urban centers. Families in rural and remote communities are largely left without support of any kind.
The need is clear. The opportunity to create change is real. And the cost of making a meaningful difference — in communities like Santa Cruz, Bolivia — is a fraction of what it would be anywhere else.

Noelia is excited to continue our Community Centers and Resources Support Program. We support our first therapeutic community center for children and young adults with special needs in Santa Cruz, Bolivia. Our goal is to continue supporting many more community centers dedicated to children and young adults with special needs throughout Bolivia.
